not certain but assume it's a facility in case the Li winter continues and PLS needs to fund the various projects in pipeline. Management have always been very astute (seen with AJS and possibly LRS) so perhaps they also want a warchest if good opportunities arise. Also if the "winter" continues, it will be harder to create a facility of this size down the track.
In a nutshell, I'd say it's just positioning for any outcome.
