Even if EV only use half of lithium per car by 2024 (highly unlikely be it technology or less range) by 2023 all users of lithium will start stock piling many many months worth of supply, who knows even 12 months supply to keep thier factories running.
Be it processors CatL, Livent, Panasonic, LG, Samsung or automakers Hyundai, VW, GM or Tesla are not going to sit and watch 100 billion dollars of assets work at 50% becuase they run out lithium.
