Mate, China are years, probably 7 ahead of ROW. Therefore, it will take 10 years for ROW to catch up, and that's an optimistic stance.
US & EU need to stop talking and start doing, which they are downstream, but you can't have an efficient and profitable downstream without upstream, both countries suffer from the NIMBY syndrome, so they need to start partnering with OZ and SA to secure feed for the downstream ventures, yesterday.
