The shorting is pure share price manipulation which is NOT policed by ASIC. The big boys short, the price goes down (the shorted shares are borrowed, not bought, so there is selling pressure but no buying pressure, hence share price falls), they buy back at the lower prices, they stop shorting, the price recovers then they repeat the process. Absolutely illegal but handled almost exclusively by the 'big boys' who are never reprimanded by ASIC - this may be one of the reasons why there is now a Senate Enquiry into ASIC, but it will be a long time (IMO) before we see ASIC making any sort of effort to stop share price manipulation by the big boys.
