Volatility is not encouraged (not sure where that was ever stated but it is wrong). The market operators do not want volatility, day traders like it but the market is designed for long term investors not short term. Shorting is described as beneficial for price discovery and avoiding over exuberance. There are cases where this makes sense (eg GME rallying because it was a dumb meme stock) however in the case of PLS, I don't believe shorting is achieving this objective
