Here comes the EU, targeting critical minerals by 2030 - 10% mine extraction, 15% recycling and 40% chem conversion processing. As usual, they seem to to have the cart before the horse, nonetheless, got to start somewhere, and some more realistic targets wrt recycling, but if they reach these targets by 2030, they're still 75% dependent on imports.
