Whether a particular car plant in a particular country makes economic sense is a completely different subject from whether a particular technology makes more sense than another. A state or a country might have bid for a plant but no subsidies or incentives were needed to persuade people to buy cars over horses. One day a technology will emerge that is hands down superior to ICE and people will be lining around the block to buy it - like they did when iPhones appeared, obviously superior to their predecessors. It hasn't arrived yet.
