There are companies that haven't expanded but just traded lithium carbonate and refinished the product to meet the requirements of their customers.
Livent is one such company that from what I understand purchase from Orocobre in which case H2 Orocobre has their Naraha hydroxide plant coming online and is more likely wanting to refinish it themselves and make more money rather than sell it to a third party.
Livent has held back on expanding their Fenix operations and also Bessemer City where they take supply and turn it into lithium hydroxide.
They have an agreement to supply Tesla and also BMW, which without being able to secure that 3rd party supply I am guessing might give rise to penalties depending how their contracts are set up.
I don't know who the second one might be.
