The only logical answer I can think of to your question is big shareholders who know from experience whether there is shortselling or not the share price will move sideways for a while after a Mark Down phase when their shares will be idle, so it is better to rent them out to earn some money while they are idle. They also rent them out so short sellers can push the sp down to give them (the lenders) opportunity to buy more shares cheaply.
