If China are already 50% penetraded we do need to see the U.S and other developed markets grow substantially to keep up with new supply coming on over the next 24 months. Unless of course prices stay where they are or lower, and nobody but Africa starts up.
I don't think it will make much of a difference, especially for producers like PLS.
At the end of the day it's all about demand right now. Unless the budget inlucdes mandatory EV penetration rates (no way i see that happening) or huge tax incentives I don't see anything changing.
