This is a positive article for base and the Toliara project.
The IEM, initiative for the emergence of Madagascar, is a plan which includes encouraging mining and foreign investment.
I would suggest that removing the project from base would do the exact opposite. It's only a matter of time and money for this to be resolved now, imho.
