This is a positive article for base and the Toliara project.
The IEM, initiative for the emergence of Madagascar, is a plan which includes encouraging mining and foreign investment.

Among the plan’s specifics are specialised attention to the island’s main industries, MINING, tourism and agriculture, as well as measures to aid in the facilitation of foreign investment and job creation.
