I really like the quote (if translated correctly by Google)

"The Federal Council calls for increased funding rates to provide a stronger incentive to use fuel cell technology. Per kilowatt hour of electricity to operators of fuel cell heating appliances will charge an additional fee of 7 cents. Is the electrical efficiency of fuel cells has been shown over 50 percent, even to a charge of 9 cents per kilowatt hour will be paid. The guarantee fee is paid from the recording of continuous operation for 10 years.

The reason given for this requirement so that should be pursued in the short to medium term market standing in front of the fuel cell technology in the field of combined heat and power. Andreas Ballhausen, Speaker of the Fuel Cell Initiative (IBZ), added: "Fuel cells offer compared to other CHP technologies significantly higher electrical efficiency, thereby saving more CO2. The Federal Council acknowledges this fact in the form of increased rightly surcharges for cogeneration fuel cell systems. "

    "More heat from renewable sources
KfW and Federal Ministry for the Environment extend financing for another five years

Use of renewable energy for heating to be expanded
Volume of "Renewable Energies - Premium" programme increased to half a billion euros in 2011

KfW and the Federal Ministry for the Environment (BMU) have agreed to jointly promote investments in heating supply from renewable energies for a further five years. Financing will be available for large solar collectors, heat storage facilities, heat networks, biogas processing plants, biomass plants and deep geothermal energy under the KfW Programme "Renewable Energies - Premium". This programme is part of the BMU's market incentive programme which supports large and mostly commercial facilities.

"Our aim is to achieve a renewable energy share of 14 per cent in energy consumption for heating by 2020. Commercial and municipal investments in heating supply based on renewable energies are a major part of this effort. This is why we are focusing our support on this area and providing attractive financing", said Jürgen Becker, State Secretary in the Federal Ministry of Finance.

"The conversion to sustainable and future-proof heating supply from renewable energy sources reduces price risks for enterprises and private consumers in the future. The financed investments replace the use of fossil fuels, particularly oil and natural gas. This reduces the strain on the environment and lowers greenhouse gas emissions while making an important contribution to technological progress and employment creation", said Dr Axel Nawrath, Member of the Executive Board of KfW Bankengruppe.

Demand for the KfW Programme Renewable Energies - Premium rose significantly in 2011. Promotional loans totalling some EUR 500 million were granted (previous year: EUR 340 million). What makes this programme attractive is the combination of loans from KfW and repayment bonuses from the Federal Ministry for the Environment.

The combination of reduced-interest KfW loans to finance the measure during the construction phase and a repayment bonus that reduces the loan sum after on-schedule completion of the investment creates ideal financing conditions for facilities that can supply several heating consumers or villages and urban quarters at the same time. Enterprises can achieve high savings by meeting their heating needs with less cost-intensive renewable energies. The programme enables energy service providers to extend their offer of renewable energies to additional customers.

The Renewable Energies Programme was launched jointly with the Federal Government more than ten years ago. Since then it has provided more than EUR 2 billion in promotional loans and financed more than 10,000 measures.

Further information on financing terms and conditions is available at www.kfw.de/energiewende or from the KfW Infocentre at the telephone number +49(0)800 / 539 90 01."

SOFC's can use Bio Gas also... about time for a demonstration installation perhaps, I suspect it might need custom engineered mixed powder for the fuel cell, and CFU are designers and producers of this also "Our speciality is high-purity zirconia based ceramic powders - with some of the mixed oxide products including:..."
