I think the statement "there can be no assurance given that a successful outcome will be negotiated"
is just a backside covering one. Just like in a prospectus where they must outline all the possible negatives, and sometimes it sounds doomsday-like, but its just covering themselves, not promising rainbows, just doing the best they can i guess.
