    Bakrie Power Expects Sanggata Power Plant to Operate in 2017

    JAKARTA (IFT) - PT Bakrie Power, subsidiary of PT Bakrie & Brothers Tbk (BNBR), is allocating US$ 350 million to build a 2x100-megawatt mine entrance steam power plant in Sanggata, East Kutai (East Kalimantan). Ali Herman Ibrahim, President Director of Bakrie Power, said the company expects the power plant to operate in 2017.

    According to Ali, development of the power plant is to strengthen electricity supply to the East Kalimantan system. The company will obtain coal supply from PT Kaltim Prima Coal (KPC), subsidiary of PT Bumi Resources Tbk (BUMI).

    According to him, construction of the power plant will be adjusted to local electricity conditions. Electricity produced from the power plant will be sold to PT PLN (Persero). PLN will then distribute electricity to the local public.

    Another company that will build a mine entrance steam power plant is PT Dian Swastatika Sentosa Tbk (DSSA), energy and infrastructure company. Through its subsidiary, PT DSSP Power Sumsel, Dian Swastatika will develop the Sumatra Selatan 5 mine entrance steam power plant with 2x150 megawatt capacity.

    Hermawan Tarjono, Corporate Secretary of Dian Swastatika, said the subsidiary is a joint venture company with PT Golden Energy Mines Tbk (GEMS), with share ownership of 95 percent for Dian Swastika and 5 percent for Golden Energy. The joint venture company was established in August 23, 2011. “Total investment for the power plant is estimated to reach US$ 400 million,” he said. Construction of the power plant will start this year, and is targeted to be commercially operable in 2015.

    Contract Negotiation

    According to Ali, the company is awaiting the discussion with PLN about three power purchase agreements (PPA) with total capacity of 1,515 megawatts. The three PPAs are the Tanjung Jati A steam power plant (2x660 megawatt) in Cirebon, West Java, , Telaga Ngebel geothermal power plant (3x65 megawatt) in East Java, and the Sokaria geothermal power plant (3x10 megawatt) in East Nusa Tenggara.

    Ali said the Cirebon power plant PPA is an amendment of the former PPA. The agreement was previously signed with value of US$ 4.5 cent per kilowatt hour (kWh). Due to increased construction cost, the PPA value was assessed as inadequate and needs to be readjusted.

    M Sofyan, Head of Renewable Energy at PLN, said the company will start price negotiation with Bakrie Power for the power purchase from the Sokaria power plant. The negotiation will be conducted since selling price of US$ 12.5 cent per kWh from the geothermal work area is higher than the purchase price of US$ 9.7 cent per kWh set by the government. For the Ngebel PPA, selling price is around US$ 7.55 cent per kWh. Meanwhile, negotiation for the Tanjung Jati PPA is still ongoing. (*)

    PT PLN (Persero) will signed 11 power purchase agreements (power purchase agreement / PPA) of geothermal so far this year. The signing follows the approval of government guarantees for geothermal power projects.

    Head of the Renewable Energy Division of PLN Muhammad Sofyan said, the letter of the eleventh assignment of the purchase of electricity for the geothermal project has been granted by the Minister of Energy and Mineral Resources. "Eleventh geothermal project is planned to produce 1226 megawatts (MW)," he said.

    PPA geothermal project that will soon be signed, namely PLTP Sokoria in Flores 1 x 30 MW, PLTP Tangkuban Boat II in West Java, 2 x 30 MW geothermal power plants in South Sumatra Overseas Dadap 2 x 110 MW, and geothermal power plants in Punjab Rawa Dano 1 x 110 MW.

    Then, PLTP Ungaran 1 x 55 MW, PLTP Jar 1 x 55 MW, and PLTP Baturaden 2 x 110 MW in Central Java as well as PLTP Cisolok Cisukarame 1 x 50 MW and PLTP Tampomas 1 x 45 MW in West Java. Finally, PLTP Wilis / Ngebel 3 x 55 MW and PLTP 2 x 55 MW Ijen in East Java.

    He said the PPA number of the project will soon be signed was signed in the first half of this year. PLN teams are finalizing contract negotiations with the developer of geothermal energy.     For PLTP Overseas Dadap, PLN hopes negotiations can be completed because it can follow the outcome of negotiations the two previous generation.
