The Chinese have to deal with the environmental impacts if their years of adhoc mining operations. They can't just ramp up small mines like they used to as there has been a huge shift in their thinking on the environment and therefore changes to their environmental laws.
It's much harder to get a mine started in China now than it was even 5 years ago.
Also most of the zinc they have left is low grade. It's more viable for them to look for zinc elsewhere.
