I've heard co. reps state that the "obstruction" as far as the Co raising at any time (80c?) in the last 2 years or so was Orbis. "Vetoed" was the word used.
Surprise, surprise now the Co. is de-risked wrt fonda all of a sudden they can get a CR away but only at an appalling price with a KEY specification in the CR docs... ORBIS MUST NOT BE DILUTED.
Maybe I'm reading this all wrong... lol
