Sorry to take striker's powder. The suspension reads:

"...pending the release of an announcement regarding a new strategic investor and a capital raising."

The use of the term "new strategic investor" makes the need for the use of "capital raising" redundant (for a better word - tautology). So, when you consider the inclusion of the word "and" you have to read this as being a capital raising in addition to the shares issued to the "new strategic investor".
