I think you will find your conclusion of the "UP TO" is wrong.

On your logic they could have included every result. ie where out of 100 results only one reaches 69 ppb and the rest were zero. The directors could still report. "100 samples were up to 69 BBP". Why would they limit it to 12 on this logic?

I realise it is a little confusing wording but the way you should read "up to 69bbp" is as "reached 69bbp”. Therefore if only 12 out of all of the results reached 69bbp, some may be considerably higher or only a little bit higher.

Your comments suggest you are comparing these results against explorers who are more advanced. This is a basic soil sample grab, no depth or drilling involved. In comparison to other explorers at this stage using this grab soil sample the results are good. They are nothing great, nothing poor, just good.
