The only way you can "control" the price of a stock is to say sell at that price. The market can't go thru the offer price until you stop offering it. Layering offers only creates an impression of supply and people wanting to own the stock pay little attention to that for long. Traders might, investors don't.
The problem is when algorithms move the market too fast for willing buyers to get bids into place, then other bots overreact automatically. Futures market use limits to prevent things overshooting, equities don't.
