Yeah. I think PC meant that He and other directors just could not participate in trading BTA shares. So, He and other directors chose not to buy BTA shares.
For the share price, PC and his friend emphasized that the share price always moved up and down radically due to news and share traders' trading. PC refered to HH's trading BTA shares as an example. In saying that, IMO, they indirectly meant that the current share price did not reflect their work in BTA. I remember PC said something about MSB's share price after Jessie raised MSB as an example for some topic. I think Jessie might tell us PC's prediction for MSB share price. LOL.....
