not according to what I heard. Hockey asked that question of Rudd today in parliament that Rudd's two staffers joined in the clapping (they did not organise everyone ...) and Rudd replied that Nelson can expect written apologies from that two staffers.

So, they just joined in; they did not organise what happened.
