Because it isnt a big deal. The company could do a stock consolidation any time. It might help people be able to trade better at fractions of a cent, but otherwise not a big issue.
25b shares @ .004 is $100m market cap.
2.5b shares @.04 is $100m market cap.
250m shares @ 0.40 is $100m market cap.
