well - I guess if somebody close to the company (management) wanted to buy a stake like that, it would have the effect of wiping out the small time wheeling and dealing (for a while - hopefully long enough for sentiment to change) and it would itself change sentiment. Personally I think management should take this step, as it's gone well below a sane level, and they themselves could control the cap very easily with relatively small funds.
