Here is the initial list of bills that Labor proposed on Thursday morning, before its first guillotine motion failed:
After 11am
- Treasury Laws Amendment (2024 Tax and Other Measures No.1) Bill 2024: raises the foreign resident capital gains withholding rate from 12.5 per cent to 15 per cent.
- Treasury Laws Amendment (Reserve Bank Reforms) Bill 2023:splits the Reserve Bank board into separate committees for interest rate setting and governance, enacting the signature recommendation of the independent RBA review.
- Superannuation (Objective) Bill 2023: enshrines a legislative objective for the superannuation system “to preserve savings to deliver income for a dignified retirement, alongside government support, in an equitable and sustainable way”.
- Treasury Laws Amendment (Mergers and Acquisitions Reform) Bill 2024: the biggest overhaul of merger laws in 50 years, giving the regulator increased transparency of merger activity.
- Commonwealth Entities (Payment Surcharges) Bills: urgent legislation to retrospectively authorise card surcharges on payments to government following advice showing these surcharges were illegal.
- Treasury Laws Amendment (Responsible Buy Now Pay Later and Other Measures) Bill 2024 & Capital Works (Build to Rent Misuse Tax) Bill 2024: extends the credit code to buy now, pay later products such as Afterpay and provides incentives for investors to construct new build to rent developments.
After 1.30pm
- Administrative Review Tribunal (Miscellaneous Measures) Bill 2024: part of a package of legislation abolishing the Administrative Appeals Tribunal and replacing it with a new federal administrative review body that is user-focused and efficient
- Anti-Money Laundering and Counter-Terrorism Financing Amendment Bill 2024: extends anti-money laundering and counter-terrorism financing laws to include real estate agents, lawyers and accountants.
- Crimes Amendment (Strengthening the Criminal Justice Response to Sexual Violence) Bill 2024: deals with recommendations of the final report of the Royal Commission into Institutional Responses to Child Sexual Abuse and Commonwealth criminal proceedings.
- Family Law Amendment Bill 2024: changes court rules for property and other non-child-related proceedings, including to address family violence and relevant financial information.
- Privacy and Other Legislation Amendment Bill 2024: a range of measures to protect the privacy of individuals with respect to their personal information.
- Online Safety Amendment (Social Media Minimum Age) Bill 2024: blocks children under 16 from using social media platforms, in a bid to protect their safety online and mental health.
- Surveillance Legislation (Confirmation of Application) Bill 2024: provides that information received under warrants issued by the AFP was ’not intercepted while passing over a telecommunications system and was lawfully obtained under those warrants, consistent with the parliament’s intention
- Migration Amendment Bill 2024: ends some bridging visas and changes protection findings and removal rules for non-citizens, as well as giving spending authority to the government for third country repatriations.
- Customs Tariff Amendment (Incorporation of Proposals and Other Measures) Bill 2024: changes Customs duties and rates and extends for 24 months the free rate of customs duty for products from Ukraine.
- The Electoral Legislation Amendment (Electoral Reform) Bill 2024: changes electoral funding and spending rules, capping spending by parties at $90 million nationally during a federal election and requiring speedy disclosure of donations above $1000 from 2026.

- Future Made in Australia (Guarantee of Origin) Bill 2024: establishes a voluntary scheme to certifies renewable electricity and other products such as hydrogen.
- Future Made in Australia Bill 2024: establishes the government’s National Interest Framework for public investment related to the domestic manufacturing plan.
- Communications Legislation Amendment (Regional Broadcasting Continuity) Bill 2024: keeps satellite television services active in regional areas when commercial operators cease services.
- Crown References Amendment Bill 2023: makes provisions for the Queen’s title to carry over to the new Monarch, King Charles III
- Customs Amendment (ASEAN-Australia-New Zealand Free Trade Area Second Protocol Implementation and Other Measures) Bill 2024: implements Australia’s obligations under the free trade deal.
- Customs Tariff Amendment (Incorporation of Proposals) Bill: amends laws to remove duty on space goods subject to an agreement with the European Space Agency and extends custom duties rules from products from Ukraine.
- Midwife Professional Indemnity (Commonwealth Contribution) Scheme Amendment Bill 2024: expands the existing Midwife Professional Indemnity Scheme to enable the government to pay 100 per cent of eligible claims.
- Migration Amendment (Strengthening Sponsorship and Nomination Processes) Bill 2024: amend laws to legislate income threshold requirements for skilled workers, and to introduce a public register of approved sponsors in the name of transparency and accessibility.
- Navigation Amendment Bill 2024: ensure Australia meets the relevant international standards on seafarer safety.
- Universities Accord (National Student Ombudsman) Bill 2024: establishes a dedicated, national body to handle student complaints within our higher education system.
- Aged Care (Consequential and Transitional Provisions) Bill 2024: amends laws to support the commencement of the Aged Care Bill 2024.
- Veterans’ Entitlements, Treatment and Support (Simplification and Harmonisation) Bill 2024: amends laws to consolidate compensation and rehabilitation entitlements.
- Sydney Airport Demand Management Amendment Bill 2024: introduce stronger compliance and stricter penalties to crack down on landing slot misuse by airlines, with direct penalties.
