The governments papers before the arbitral panel were revealed to opposition members in Parliament in debates on a no confidence motion. Additionally, a lawyer for the Thailand made public statements as to his views. One of there views that they expressed according to the media was that the Arbitral Panel said to Thailand's lawyers that Thailand might consider settling the matter. This did not come from Kingsgate or its lawyers.
If that comment is not just fabricated, that would be the end of the litigation and the only question would be "how much". .Hence the negotiation.
The Prime Ministers lawyer said negotiations were going very well and there was, of course the ministerial meetings, the return of the mine, granting of leases etc.
