a small 10% buyback doesn't have to be voted on at all.... They chose to siphon the cash into there pockets..
The Day any good news comes the stock will gap back above $1.50 and they will have missed the opportunity to reduce placement dilution and just slammed shareholders into the bus these past 6 months , unnecessarily !
