What stops a government from printing unlimitied amounts of paper money ??
Easy, lack of demand! A Government can print as much of it as it likes if there is enough demand out there for it. It issues bonds and whoever wants them pays for them in that country's currency. However, if a fiat currency lacks demand, and a country continues to print, you get inflation and a worthless currency.
