The 250M oppies belong to whoever it was that sold SEYCO Energy to WHN. The company Petroquest International was apparently a wholly owned subsiduary of SEYCO, and it was these guys that had their name on the licenses.
SEYCO is distinct from SEYPEC, which is the one owned by Seychelles govt, which also (substantially) holds WHN.
As best as I can tell from my digging (not prepared to disclose sources) SEYPEC and/or Seychelles govt have little to no interest in these options, and there have been some off market transactions resulting in them changing hands.
