Reading up on Chromabright (a patented synthetic peptide) and other commonly used skin whitening ingredients, it looks like Chromabright is a good choice as it appears to rank highly in both effectiveness and safety.

As for whether it is more a "brightener" or a "whitener", as far as I can see, brightener, whitener and lightener are used interchangeably. They all contain similar ingredients, usually kojic acid, arbutin or liquorice extract.
