I'm not sure I agree with your view.
When a discontinuous innovation occurs (which Quantum is), there will initially be no standards for it to conform to.
Government Security Organizations are "by their nature" looking for such innovations. They would seek to prove capability, & then purchase on the basis of higher level capability & better protection from foreign governmental attack.
Standards come into being somewhat later, when the technology has been proven in live use. The standards are then used to either exclude older product, or to force the Industry to adopt the newer and higher level standard.
Governmental Security is beyond a slavish following of standards.
