There is a big difference between being on a Government tender (amongst many others) list to actual meaningful sales. If you aren't in the health sector, then sales are unlikely to that high. Prisons, education and similar sectors are likely to subcontract relevant services out, so they are under price pressure and would go with the best value options to maximise their profits. .
