This has been known for at least two years. A recent full federal court case Shord v Commissioner of Taxation for the proposition that a breach of the relevant legislation may result in professional misconduct proceedings, contempt or criminal sanctions.

Apparently laws were changed in 2016 to allow this robodebt scheme to take place.
