I think for a roll-up play this one is probably the best I've seen in terms of strategy. They are targeting the largest and most reliable customers (government) whilst doing due diligence and purchasing the brightest competitor players in a fragmented industry to form a giant government supplier of services and product. This is especially critical in an industry that is increasingly important as we are targeted by large state based actors with the US election coming up.

You know how it is with government, once they know who the big players are they will be getting consistent contracts. I bought in initially at 4.6 cents and at 23.5 cents I still think this is a buy.
