I can read Spanish fluently and found this article published earlier this month - it appears that although the project got the green light from the authorities (RCA), a local group (Comunidad Indígena Colla) objected however it appears that negotiations between the two are ongoing and heading in the right direction. The final call goes to the 'Comité de Ministros' which appears to be the highest authority in terms of environmental approvals in Chile.
