I think the doctor has to take responsibility for his actions and accountability.
We all know how the public service love to produce volumes of heavy reading and incoherent bastardisation of the English language for even the most trivial of procedures to avoid culpability. A doctor is no match for the deliberate confusion, but common sense in making sure the nurse took the fall failed him.
