I can disclose that in SA, all areas of the State has Doctors and health centres apply for the (let's call it "license") right to give the injections. I asked for the way the procedures went with my Doctor only yesterday. . The Federal Government checks how many Doctors / Nurses are qualified to inject, what other facilities the surgery has, etc. before allotting the "contract" . So, if this Doctor was not checked over first, it is a Federal failure................... IMO
