What’s the difference between cultivation license and production does it limit the size or the amount of MM plants and different strains of CBD THC you can plant and grow?

MCL had a cultivation license at least 3-4 months back maybe 6 months from my perspective they could have a large Medical Cannabis crop they just can’t harvest it until they have a production license. So just because AK and MCL have kept mum on progress of a Cannabis crop doesn’t mean they are that far behind AC8 or CAN just IMO
