Unemployed people are able to participate in the political process and legally obliged to vote. That's according to the law. That's according to the Australian constitution. It would need a federal referendum to take away that right.
Taking away their right to have a political opinion, express it and/or vote, or subjecting them to financial penalty for doing so, is wrong. To quote John Howard, your attitude is "un-Australian".
