A caucus is a meeting before the meeting and often is preceded by a factional caucus where factions within a party meet to decide a common purpose on an issue.So when parliament actually meets the deal has been done and provided your party is in majority the actual parliament session is a rubber stamp.
It is highly likely that the steakhouse owner is a significant sponsor of the party or is in a preferred location. This meeting sounds lie a factional meeting.
On whether the deal will go ahead - I suspect it will because the alternative of PNG Ports not getting their money back is likely to sway the decision.
All IMO of course.
