Full details to be revealed but I think they have done it very well. Better than I gave them credit for.
The Low Gap Incentive for kids / card holders is important and will likely replace the 10991/10990 Bulk Billing incenive numbers. This will turn most Bulk Billing practices into Low Gap (get used to the term !!!) practices.
The only issue is that under the current computer system, patients will have to pay the full amount up front and then claim the rebate back from the government. This happens at the GP reception straight away, but there are some people who litterally can't pay $38 upfront even if they get $31 back 1 minute later. This will be something practices just have to sort out. I'm sure technology will find a away.
And, while it has not been publicised for diplomatic reasons, I think this will have a big impact on any GP who tries to rort (ie overcharge) Medicare. Patients will be much more aware if $60 goes from their account rather than $36. Previously they just signed and walked off.
