Apart from GP's milking the system, the biggest problem is the public turning up at hospital emergency departments with minor ailments expecting and being treated for free - What happened to the idea of super clinics at hospitals to correct this problem?
A recent visit to Epworth in Melbourne with a cracked rib and internal bleeding resulted in me paying $180 just to be seen - I was very crook and I could'nt pay quickly enough - no waiting,no queues,no ambulances 'ramping', straight into xray and now fully recovered.
Governments and hospitals with some exceptions, have not got the balls to make tough decisions as it will upset someone and their popularity will fall.
Nowadays,everyone expects medical services for free - our greatest expenditure nationally - definately some tough medicine required here!
