Those grades you refer to are for DSO (direct ship) ores, such as the Hematite, and some goethite ores, as mined by BHP, Rio and others. Magnetite ore, is a different ore type, typically lower in grade, which is upgraded by processing to produce a concentrate that actually grades better (higher) than DSO ores. The concentrate grade however is generally not reported hence your confusion. Most importantly it CANNOT be directly compared with DSO ores.
