The wind is part of the reason why the seismic season is what it is, but it is unlikely to affect drilling (cyclones-aside). Fog is not an issue (as far as I am aware), seismic/drilling activities happen at night too. There have been 19 wells drilled offshore Namibia (including the latest two); they have been spud at all different times of the year.
