Even if she needs to rely on the 2020 report, I believe she is within her rights to reject the application on Force Majeure and Public Opposition basis, possibly Financial, especially if they are still in suspension (obviously can't raise cash if you are on indefinite suspension).

This comment, (obviously can't raise cash if you are on indefinite suspension), isn't correct. Advent is not listed so suspension isn't relevant. For BPH, they can complete a placement whilst suspended. It would be preferable for BPH to be trading but it isn't mandatory.
