Just declining the application from a minister who is not biased will be all that is required to make a legal end to PEP-11 in my opinion.

Unfortunately, NOPTA said that they are not eligible for a merits based assessment from the Administrative Appeals Tribunal.

Therefore, unfortunately, there is no safe guard in place for a merits based appeal to an unbiased 3rd party for NOPTA decisions.
