Yeah, I am not sure about that. Twice public servants stood up in the Senate Estimates are stated that the second is on hold until the first is decided. They don't make those type of statements in Parliament recorded in Hansard lightly. I comfortable accepting that as fact. There have been a few unusual protocols come to light lately, like the protocol that prevented Keith Pitt delegating his authority to Scott Morrison despite it being appropriate under the legislation. This NOPTA procedure with the two applications might be one of them. Narrabri isn't enough for the whole of NSW but ofcourse they can import. Just don't know how the importer can remain solvent with a price cap of $12/Gj. I don't think the reasons from the S,V, and E are part of the COVID application criteria.
