Should this come into effect it will not only hurt the corporate world, there are all the not for profit centres (Eg: Goodstart), many of the smaller providers such as Guardian, QCCS, QLECS, Lead Childcare and the newer kids on the block Sparrow Early Learning which will also be effected.
These days many Grandparents are also working full-time and retiring later in life for the same reasons children are living at home longer. As bobbyben mentioned this could certainly take years before it's implementation if at all.
