Can anyone tell me what the conditions are for the second phase of grant money?

I found some AVL press releases, but as is par for the course with the AVL PR team it doesn't actually say much.
It looks like a second payment is due very soon?
Be nice to understand what we have to do to get the next $9,800,000 - knowing our luck, they will spunk it all on merger costs.
Surely this lessens the chance of a CR straight off the bat though?
