No - its unacceptable as the Liberals desperately to try and get a budget surplus at the expense of deliberately withholding funds (or go slow in releasing funds) from programmes such as Aged Care Home Services and the NDIS. The Aged Care Home services is massively underfunded at present -with huge waiting lists - the same as the NDIS. The "scum" to use your word are the Liberals.
