Can anyone fill me in on the MOU with Monash University. Is this the same Monash University that has the patent for graphite oxide in concrete?

With concrete being the single most widely used material in the world, adding 1.5% graphene oxide gives a 48% tensile stength increase. Could this potentially be the biggest deal I've ever heard of, or am I off on a tangent? They do want to build a graphene processing plant on site don't they. Would appreciate any comments.
